(3) The petty officers Fang Hsing Kuo, Su Hsiang-chên, Ho Wei Tsung, Liu Chin-yüeh, Lin Shan, and the deceased Chu Chang, shall be degraded.
Chang Tso T'ing hoodwinked the provincial officials and by inveigling a man to Hongkong and doing him to death there committed a serious offence against British sovereignty.
I am on the other hand greatly indebted to the Governor of Hongkong for the kind assistance rendered by His Excellency whereby a foul murder was exposed and the criminals brought to justice.
I deeply regret this.
I have the honour to request you to convey to the Governor of Hongkong this expression of thanks for His Excellency's assistance, and of regret for the offence against British sovereignty; and to beg you to consider the punishments set forth in this despatch as a final settlement of the case, thereby strengthening the friendly relations existing between our two countries.
